The Public Assistance and Security Office (PASO) is developing a long-term security program through expanded CCTV coverage, emergency response procedures, and evacuation drills this school year.
Silliman University (SU) PASO Chief Security Officer 2LT Rodolfo Jull Locsin Jr. said these initiatives will provide a safer and more secure learning and working environment while ensuring minimal disruption.
“The overall objective of strengthening security, improving emergency preparedness, and protecting the University community will continue to be a priority,” he said.
However, the chief security officer said these policies will be periodically reviewed to ensure “they remain effective, balanced, and responsive to changing circumstances.”
The measures follow an alleged bomb threat at SU, a June electrical wire fault at Oriental Hall, and school violence incidents at various Philippine universities.
Locsin said these enhanced security measures are “a proactive response to recent security incidents” in educational institutions and public places locally and nationwide.
Meanwhile, security guard Joshuae Bendejo said that the PASO is preparing to implement a new sticker system for vehicles and motorcycles entering campus gates.
However, no details have been disclosed on this new system.

Since last month, the PASO has implemented bag inspections at designated campus entry points, stricter identification verification, and increased security personnel deployment.
It also recently adopted enhanced emergency response and incident reporting procedures, monitoring of CCTV systems, and patrol operations.
Locsin said these security measures are “preventive and deterrent mechanisms against potential security threats.”
“Enhanced inspections and access controls reduce the likelihood of prohibited or dangerous items entering the campus, while increased security visibility promotes a stronger sense of safety,” he said.
SU also coordinated with the Philippine National Police – Dumaguete, Philippine Coast Guard – Dumaguete, and the Philippine Army (PA) – Dumaguete during recent security sweeps of the campus.
